This is a legitimately excellent barrier-repair toner that punches above its weight for hydration and barrier support, not a gimmicky milky splash. Efficacy is strong because humectants (glycerin, dipropylene glycol, Glycereth-26, panthenol) appear high in the INCI, while a full ceramide-cholesterol-phytosphingosine-lipid system plus a patented peptide complex support real barrier repair, but as a toner the total lipid load and occlusivity are moderate, so it cannot fully replace a robust moisturizer.
